Please find attached a letter from Secretary of Commerce Ronald H.
Brown regarding President Clinton's signing of the Telecommunications
Reform Act of 1996.  The Department of Commerce will be providing a
live satellite feed from the signing ceremony and encourages your
organization to downlink this historic event.

Please note that the satellite feed is via Ku-Band.

Dear Friend:

     On Thursday, February 8, 1996, President Clinton will sign landmark
telecommunications reform legislation.  The Clinton Administration is very
proud of this tremendous achievement and congratulates the Congress
for passing the Telecommunications Reform Act of 1996.

     The legislation not only promotes the advancement of a modern
telecommunications and information infrastructure in the United States,
but also underscores the U.S. commitment to an open and competitive
global telecommunications marketplace.  It will not only create jobs, but
also help to connect every schoolchild in every classroom in America to
the information superhighway.  As a result of this legislation, consumers
will receive the benefits of lower prices, better quality and greater
choices in their telephone and cable services, and they will continue to
benefit from a diversity of voices and viewpoints in radio, television and
the print media.  The legislation will allow us to build on the strong
telecommunications and information sectors of our domestic
economy and to maintain our international leadership in this area.

     As part of this historic event, the U.S. Department of Commerce, is
providing live satellite coverage of the signing ceremony.  The satellite
uplink for the event is SBS-6, Transponder 5 Horizontal, downlink
frequency 11823 (located at 74 deg West), audio 6.2 & 6.8 (11:00 a.m.
- 12:00 p.m. EST).
