  Mr. Thomas introduced the following bill; which was referred to the
                      Committee on House Oversight

                                 A BILL

           To repeal the American Folklife Preservation Act.
    Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,

SECTION 1. REPEAL OF AMERICAN FOLKLIFE PRESERVATION ACT.
    Effective October 1, 1996--
            (1) the American Folklife Center (including the Board of
        Trustees of the Center) in the Library of Congress is abolished
        and the American Folklife Preservation Act (20 U.S.C. 2101 et
        seq.) is repealed; and
            (2) the Librarian of Congress shall, with respect to
        American folklife, carry out the functions of collection,
        preservation, reference, and archiving as part of the general
        operations of the Library.

SEC. 2. TRANSITION PROVISIONS.
    (a) In General.--To carry out section 1, the Librarian of Congress
shall, in accordance with applicable law--
            (1) terminate contracts, dispose of property, and conclude
        the outstanding affairs of the American Folklife Center; and
            (2) handle all other administrative matters in consequence
        of the repeal under section 1, including matters affecting
        personnel, assets, liabilities, and records.
    (b) Unexpended Balances.--Any balance of unexpended funds remaining
on October 1, 1996, with respect to the Act repealed by section 1 shall
be available until September 30, 1997, to liquidate outstanding
obligations. Effective October 1, 1997, any unexpended balance
remaining shall be deposited in the Treasury, to be used for deficit
reduction.
    (c) Reports.--Beginning in November 1996, the Librarian of Congress
shall, not later than the end of each month, submit to the Committee on
House Oversight of the House of Representatives and the Committee on
Rules and Administration of the Senate an itemized report of the
disposition of unexpended balances under subsection (b) for the
preceding month. The last such report shall be submitted not later than
the end of October 1997 and shall contain a statement of the deposit in
the Treasury under the third sentence of subsection (b).
