The number 11 is written with the kanji '+' for ten and '-' for one.
So november 11, or 11/11, is +-+-. or plus,minus,plus,minus like your
favorite pair of batteries.  Traditionally it would be written with the plus  
over the minus sign, but since this email and not typesetting...
