  Nihil est incertius uolgo,
  nihil obscurius uoluntate hominum,
  nihil fallacius ratione tota comitiorum.

	which can be translated as:

Nothing is more uncertain than the crowd,
nothing more obscure than the will of the people,
nothing more fickle than the whole electoral system.

[From Cicero's defense speech for Murena, who was accused of electoral
   bribery in 63 B. C.]
